Is Scooby intelligent?

Intelligence is defined as the ability to acquire and apply knowledge and skills. While our Scooby is able to navigate around a board and avoid spaces that give signals, he is only limited to the series of "decisions" we programmed him with. He is not able to make any decisions or deviate from the limited program, so he is not considered intelligent.
